No. This request for proposals is seeking professional services for the preparation of a specific plan. The planning effort will focus on evaluating existing and potential land uses, analyzing circulation and infrastructure conditions, and developing land use regulations, implementation strategies and design standards to encourage appropriate transit-oriented development within the project area.

We are not entirely sure whether this question is asking if we will collect the name of in-person attendees or whether we will collect and publicly share the names of in-person attendees. The City will have an in-person sign-in sheet at the meeting that attendees will be asked to sign. We will not have anything similar for those that attend via teleconference. We will not be publicly posting the list of physical attendees.
Are firms working on private development projects in the area precluded from participating in this project?
Yes. In order to avoid any potential conflict of interest or even the appearance of a conflict of interest, the City requests that only individuals and firms that are uncommitted to other private development projects in and immediately surrounding the City of Burlingame participate in this project.
"During the pre-bid, it was clear that a thorough public process happened during the GPU, and that for this process in addition to presenting to the Planning Commission and Council, the public process for this specific plan would focus on key stakeholders in the Plan Area, rather than the public at large. Are we understanding this correctly?"
Yes. Note that this process will include a steering committee which will include key stakeholders. There may be public-facing meetings, but considering that there isn't a current residential population, we anticipate this process to be more streamlined.

We apologize for the oversight and confusion. You are correct. On page 11 of the RFP, a "Market Demand Analysis" is listed among the deliverables for Phase 2, Task 2.1. Please strike this. A market demand analysis is not required at this time.

Yes. We do not have a list but as indicated in the next question, consultants might find it beneficial to do a soft site analysis to look at the useful lives of existing sites.
Is there a hierarchy of existing sites that will stay?
We do not know of any specific sites that have been prioritized (either by the City or property owners), but a soft site analysis could be included if it would be beneficial to the planning process. Such an analysis could consider the age of existing site improvements on properties, and consideration of underutilization relative to development potential.
'Should we use the Implementation and Finance plans included in the GPU and existing North Rollins Plan for templates for the anticipated level of detail for this planning process?"
Are there any specific existing conditions studies that need to be done?

The RFP is pretty explicit about the goal to enhance the public realm. As such, is the City looking for more of a policy document or something that is graphically rich?
The latter. The policy framework from the General Plan is pretty strong, and supported by decisionmakers. The priority for the plan is to create design concepts and standards for development of both private development, as well as the public realm such as streets and open spaces.
Do we know of existing infrastructure capacity today?
The City’s Public Works Department is currently working with Carollo Engineers to develop a sewer system master plan, and SRT Consultants to assess the fireflow of the existing system. These assessments are anticipated to be completed by mid-2020. The specific plan should anticipate coordinating with these ongoing efforts and integrating them into the planning process.
Do the consultants need to look into FAA requirements due to proximity to the airport?
This is the City’s responsibility. The City will need to submit an Application for Land Use Consistency Determination to the Airport Land Use Commission (ALUC) of the City/County Association of Governments of San Mateo County (C/CAG). ALUC determination will be required prior to the specific plan being acted on by the City Council. However, we may be seeking coordination with the specific plan consultants on preparing the application.
What type of housing is going in the current application?
There has been one development application within the planning area submitted under the interim zoning. That project is rental multifamily residential. A second rental multifamily residential project is in pre-application phase. However the City does not have a policy regarding preference to either rental or ownership.
What is the timeline for this project?
The goal is 18 months. There is interim zoning in place for the meantime. The interim zoning can be found in Chapter 25.39 of the Zoning Code (http://qcode.us/codes/burlingame/view.php?topic=25-25_39&showAll=1&frames=off).
Is the project funded?
Some initial funding has been approved from the General Fund, and additional funding is being secured through SB 2 Planning Grants Program funds. Staff has not estimated the full cost anticipated for the specific plan, but anticipates the City Council approving additional funding at the time the consultant agreement is approved.
Section III, Phase I, Task 1.1 of the Scope of Work states "No additional traffic information or data is requested to be provided". Is this correct?
Initially the expectation was that the traffic analysis prepared for the General Plan would be sufficient for the specific plan. However it has become apparent more recently that the number of residential units in the planning area are likely to exceed the number evaluated in the General Plan, so if the proposal includes the environmental review component it should include a traffic evaluation to determine any potential impacts from an increased amount of residential development compared to what was evaluated in the General Plan EIR.
If a proposal includes both the specific plan and the environmental review, should subconsultant work be included in the plan or environmental scope?
Depending on the subconsultant and discipline, it may be that work would be attributed to both the specific plan and the environmental review. The budget should include a breakdown of tasks and hours for any subconsultants, with the work for each part of the work plan distributed accordingly.
"As we are reviewing your request for proposal and proposed scope of work, we recognized that Phase 5 includes a planning (planning commission and city council) and a CEQA element. As it is currently unclear which CEQA tools will be implemented, do you foresee this phase as being a separate line and budget item in the scope from the main proposal?"
Yes. It is a separate budget line item. For the purposes of budget planning, assume it's an EIR addendum. As a reminder, an environmental proposal is not required for proposals to be considered complete.
