Ricardo was elected to City Council in 2013 and served as Mayor in 2017 and 2022. He believes in maintaining fiscal discipline to ensure that future residents have the superior services we enjoy today. Ricardo believes in embracing a dynamic, environmentally sensitive future that respects our past and in doing our part to solve regional problems without compromising our small-town charm.

As a representative for Burlingame, Ricardo is the Chair of the Airport Land Use Committee, a member of the SFO Community Roundtable, and a board member of the City/County Association of Governments. He also serves on the City/School Liaison Committee and the Community Center Master Plan Committee. 

Ricardo is a graduate of the University of California San Diego with a degree in Economics. He has worked in banking for over twenty years with the most recent ten years in Burlingame. 

Ricardo has lived in Burlingame for over 20 years and has a long held dedication to volunteering and participating in local organizations to better his community. Currently he is an member of the Burlingame Rotary Club where he formerly served as treasurer. His past involvements include: 

Our Lady of Angels, Men’s Club President, Burlingame Rotary Club Treasurer, Burlingame Community for Education Treasurer, Burlingame AYSO Treasurer, and Burlingame High School Drama Boosters President. Ricardo also served as chair for the Measure A Bond Oversight Committee for the Burlingame School District and on the Long Term Planning Committee for the Peninsula Health Care District.  

Ricardo first moved to Burlingame in 1993 and lives in Ray Park with his wife Lauren and son Agustin.
