Rent Stabilization Initiative

INFORMATION REGARDING BALLOT MEASURE "R" (RENT STABILITATION INITIATIVE)

At the City Council's August 1, 2016 Meeting, the Council adopted the City Clerk's Certificate of Sufficiency declaring that the proponents gathered the requisite 15% of Burlingame registered voters' signatures for their proposed initiative entitled: "An ordinance to enact rent stabilization and just cause for eviction and repeal prior restrictions on the regulation of sale or rental price of real estate."  After adopting the City Clerk's Certificate of Sufficiency, the City Council, pursuant to Elections Code Section 9214, called for the measure to be placed on the November 8, 2016 Presidential General Election Ballot.  The following links will take you to the initiative text, to the City Council's resolution placing the initiative on the November 8, 2016 ballot, and to instructions on how to submit arguments in support of, or in opposition to the initiative:

By a vote of the local electorate on November 3, 1987, the Citizens' Initiative entitled: "Burlingame Fair Property Rights Ordinance" (i.e. Measure "T" - Ordinance No. 1356) was passed with the express purpose of "protecting the right of real property owners to establish the price for which their property is sold, leased, rented, transferred or exchanged."  Further, the Ordinance states that the "City of Burlingame shall enact no law which imposes direct restrictions on the price for which real property may be sold, leased, rented transferred or exchanged."  The following link provides the full text of the Ordinance: Ordinance 1356 (Measure "T") - Burlingame Fair Property Rights Ordinance

MEASURE R INFORMATIONAL REPORT

At the August 1, 2016 City Council meeting, Council asked that staff prepare a report on the impacts of Measure R. Councilmembers provided staff with a number of questions that it wished to have answered. Staff hired Management Partners, a local government consulting firm, to assist with this report.
