DOWNTOWN ECONOMICS STUDY

In May, 2006, Economics Research Associates, an economic consulting firm contracted by the City, completed an Economic Study for Burlingame's Downtown Commercial Area.  The Economics Study was prepared to provide background data for preparation of a Downtown Specific Plan.  The City will be embarking on the Specific Plan process for the Downtown area in early 2007.  The Economic Study provides a guide for how much and what types of development may be realistic in the real estate market place over the next 20 years.

DESTINATION: SOBA South of Burlingame Avenue Design Charrette

On September 30, 2006, the City of Burlingame and the San Mateo County Chapter of the American Institute of Architects hosted an all-day design charrette focusing on creating a vision for the Howard Avenue area of downtown Burlingame.  Read More in the News Section of About Burlingame. BURLINGAME AVENUE COMMERCIAL DISTRICT PARKING STUDY

In 2000, Wilbur Smith Associates completed a report on parking conditions in the Burlingame Avenue Commercial Area.  The parking study looked at parking supply, usage patterns, parking supply/demand analysis, a summary of pedestrian surveys, and recommendations for parking management.

Following the study, the City implemented some of the recommended parking management strategies.  Wilbur Smith prepared follow up reports in 2001, December 2002 and 2005.  The follow up reports document the changes in parking usage after the parking management strategies were put in place.

BURLINGAME AVENUE STREETSCAPE PLAN

In September, 1996, the City Council adopted the Burlingame Avenue Area Streetscape Beautification Master Plan.  This plan outlines overall issues, goals and recommendations for improving the streetscape within the Burlingame Avenue Commercial Area, including Burlingame Avenue, Howard Avenue, Chapin Avenue and the connecting streets between California Drive and El Camino Real.  The Plan includes recommendations for streetscape amenities to enhance the pedestrian experience in the downtown area.

PRELIMINARY HISTORIC INVENTORY

In 1982, a citizen's advisory committee developed a preliminary historic inventory of priority historic sites in Burlingame.  This preliminary list was reviewed by the Planning Commission and City Council, but was never officially adopted.  The City Council recognized the hard work of the committee in preparing this document, and directed that a copy of it be kept on file for the information of interested persons.

PENINSULA HOSPITAL REPLACEMENT PROJECT

On November 15, 2004, the City Council approved the applications for the Peninsula Hospital Replacement Project, including certification of the Final Environmental Impact Report for the project. The Hospital, Garage and Medical Office Building will be built in phases.  The construction is now underway for the Parking Garage.  The Resolution (PDF - 2.13 MB) adopted for the project, includes the 146 conditions of approval.

BAYFRONT SPECIFIC PLAN

On Monday, April 5, 2004, the City Council adopted the updated of the Bayfront Specific Plan for the Bayfront Area east of US 101. The adopted plan is posted on the City's website (click on link below) or can be reviewed at the Planning Department. The adopted plan provides guidance for how properties in this area can be developed, including what uses are allowed, the intensity of the uses, and guidelines for how the buildings and amenities should be designed. Primary uses allowed in the Bayfront Area are offices, hotels, restaurants and, in certain areas, commercial recreation and light industrial uses. The updated plan would also encourage a retail node in the Shoreline Area (north of Broadway Interchange along the San Francisco Bay shoreline), and would allow for extended stay hotels in the Anza and Anza Point areas (south of the Broadway Interchange. The updated plan includes design guidelines which are specific to each subarea, but also tied together by some common themes.


On August 21, 2006, the City Council adopted amendments to the Bayfront Specific Plan. After the Bayfront Plan was originally adopted in 2004, the zoning in the area was updated to be consistent with the adopted plan. All of the zoning changes for the Bayfront Area are now in place. To follow up on the zoning changes, it was necessary to go back and refine the language in the Bayfront Plan Land Use and Design Guideline Chapters. NORTH BURLINGAME/ROLLINS ROAD SPECIFIC PLAN

On Monday September 20, 2004 the City Council adopted the North Burlingame/Rollins Road Specific Plan. The Adopted Plan is now available on line! Because of the large size of this document, each chapter has its own link. Click on the Links below to view the plan chapter by chapter of the Adopted Plan.

On February 5, 2007, the City Council adopted amendments to the North Burlingame/Rollins Road Specific Plan. Following the 2004 adoption of the plan, two new zoning districts were created to implement the plan, TW (Trousdale West) zoning and ECN (El Camino North) zoning. Once these new zoning districts were in place, it was necessary to go back and amend the language of the North Burlingame/Rollins Road Specific Plan to reflect refinements made when the zoning districts were adopted. These changes are reflected in the documents accessed through the links below.
