
CITY COUNCIL APPROVES THE SAFEWAY PROJECT
The City Council held a public hearing to consider the Safeway project on Monday, February 1, 2010 at 7:00 p.m. in the Council Chambers, Burlingame City Hall, 501 Primrose Road, Burlingame. The Council, by a 5-0 vote, approved the project with amended conditions to clarify some of the details of the project.

On January 11, 2009, the Planning Commission made a recommendation to the City Council to approve the Safeway Project at 1420 - 1450 Howard Avenue and 249 Primrose Road. The applications requested are Mitigated Negative Declaration, Commercial Design Review, El Camino setback Variance, Conditional Use Permits for height, 24-hour operation of a grocery store, sale of alcoholic beverages and take out services, Rezoning of a portion of the site from R-3 to C-1, and tentative parcel map for lot combination, for replacement of the existing Safeway with a new Safeway store, a new retail office building and renovation of an existing retail building.

Mitigated Negative Declaration
On November 12, 2009, the Mitigated Negative Declaration for the proposed Safeway project was completed and is now available for public review. A Mitigated Negative Declaration is a finding that based on the analysis of the project, and based on the proposed mitigation measures, it will not have a significant effect on the environment. Safeway Project Draft Initial Study and Mitigated Negative Declaration
Description of Safeway Project: An application has been submitted for Environmental Review, Commercial Design Review, El Camino Real Setback Variance, Conditional Use Permits for height and hours of operation, and Rezoning of a portion of the site from the R-3 District to the C-1 District for replacement of the existing Safeway with a new 45,645 square foot store with a 6,190 square foot mezzanine. A new two-story retail/office building with 12,428 square feet of retail space on the ground floor and 5,460 square feet of office on the second floor is also proposed. The existing Safeway and Walgreens buildings would be demolished. The existing building at 249 Primrose Road, formerly a Wells Fargo Bank, will be remodeled as a part of the project.
The site is zoned C-1 and R-3, and consists of five parcels, totaling 3.44 acres. The parcels would be merged as a part of the project. A total of 206 on-site parking spaces are proposed, including 103 spaces on the roof of the Safeway store, accessed by a ramp.
Processing Status: The project was submitted April 23, 2009. The project has been reviewed for completeness, and determined to be complete. On June 22, 2009, the Planning Commission held an Environmental Scoping and Design Review Study Session and received comments from the Commission and the project. The environmental document is now complete, and the public hearing to comment on the Mitigated Negative Declaration and the project has been scheduled for Monday, December 14, 2009 at 7:00 p.m. in the Council Chambers of Burlingame City Hall, 501 Primrose Road, Burlingame.
