Housing Element Update Process

The City of Burlingame is tasked with updating the Housing Element of the General Plan. This document is required by the State of California to be updated every five years, and summer of 2009 marks this update cycle deadline.

The Housing Element is a comprehensive document that addresses housing issues in Burlingame such as affordability, design, housing types, density and location. It includes a summary of past trends and future projections, the status of the City’s housing stock and opportunities for the development of new housing.

The State of California’s Housing and Community Development Department (HCD) provides a projection of future growth for the State. This number is translated into housing units that should be built to accommodate this projected growth. The Association of Bay Area Governments (ABAG) has taken the housing number for the Bay Area region and provided each community with their Regional Housing Needs Assessment (RHNA) number, which is the number of housing units that the cities must provide for in the next five to seven years.

The County of San Mateo and the cities within the County collaborated to develop each city’s “fair share” of housing, based on employment, proximity to transit and other regional and local factors. The City of Burlingame’s RHNA number for this cycle is 650 units. The City is tasked to provide the opportunity for the units to be built, but the actual construction of the units will be up to the housing construction market.

City Council Adopts the 2009-2014 Housing Element

On March 1, 2010, the City Council held a public hearing to review and consider adoption of the 2009-2014 Housing Element, with revisions made to address comments received from the State Department of Housing and Community Development.  The Council, by a 5-0 vote, adopted the Housing Element and authorized staff to submit the document to the State Department of Housing and Community Development for certification.

Summary Report for Second Housing Element Update Workshop regarding
Potential Housing Sites is now available for review.

Second Community Workshop:  The City hosted a second Community Workshop on Tuesday, November 18, 2008 from 7:00 to 9:00 p.m. in the Lane Room of Burlingame Public Library regarding the City's Housing Element Update. Input from the community will be gathered through group activities and discussions, and will be used to gain local insight into housing needs and opportunities within the City.  The focus of this workshop was potential housing sites. 

The Housing Element is part of the City’s General Plan and is a document that provides an overview of the community’s existing housing conditions and future housing needs. The State of California requires all communities to plan for their future housing needs and make sure there are enough sites available in each community to provide for those needs. The purpose of the workshop is to get input from residents about housing issues in general, and about where the potential housing growth can be accommodated.  Please note that we are planning for the opportunity for housing to be built, but the actual construction of the housing will occur based on the housing construction market.
